We are hoping that the concept of a ‘Community Of Interest’ can be useful in serving as a forum to discuss and resolve the ownership issues – this becomes more important in our domain of focus, emergency response, where there is no single owner. I am hoping that the COI could be established as a federation of partners…

I have been asked about the ownership/governance issue and whether any best practices exist for SOA. We covered governance in the First SOA Conference for E-Government, but I don't recall specifically ownership being discussed. Any suggestions, references, etc. would be appreciated.
