    Summit participants called for the creation of a criminal intelligence coordinating council composed of members from Law enforcement agencies at all levels of government. In fall 2002, the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), authorized the formation of the Global Intelligence Working Group (GIWG) to serve as the Criminal Intelligence Coordinating Council. The GIWG would develop and oversee the National Criminal Intelligence Sharing Plan.

Over time the role of NLETS has evolved from being primarily an interstate telecommunications service for Law enforcement to a more broad-based network servicing the justice community at the local, state, tribal, and federal levels.
