The intended use of the href attribute on various elements is not clear.  In numerous places where the href attribute is used, it is required.  It seems that it may not always be the case that the object is reachable, but that there may still be value in describing it in a DRM instance. 

Suggest making the href attribute optional where it is used; or if it is to remain required, provide additional documentation indicating the intent of the href attribute and guidance as to how it is to be provided for a variety of example objects.
