The SystemOfRecord child of the DataAsset element is optional.  It seems that either a Data Asset will contain Privacy Act information or it will not and that this information is important otherwise the element would not be included at all. 

Suggest making the SystemOfRecord element within a DataAsset a required element, and if the case is that it is unknown then suggest modifying the SystemOfRecordType to facilitate indicating so.
