They are two very different kinds of things:    (02)

SOAP is a language, but the FMF is a framework
that contains modules that pass messages to one
another.  Those messages could be in any language
whatever -- including SOAP, Common Logic, RDF, OWL,
Controlled English, or even unrestricted natural
