I will suggest some language later this morning. I think we are close,
but I think the strategic planning function has to explicitly engage
with the mission -- bring geo expertise to bear proactively rather than
reactively. That makes a clear pairing with the MGR-level integrated
data/infrastructure support.    (01)

No they don't. I purposefully left out mission related activities
because those should be covered by the LoBs/sub-functions under the
Services to Citizens Business Area. IMHO, these should not be modified
by some new sub-function. These new sub-functions are for the purpose of
capturing the business requirements that cross mission-related
activities and could best be supported at the infrastructure level
within an agency where they could serve several mission areas. The
second part of your comment is well-taken and I would request that you
suggest some words that capture that (I would recommend adding those
words to the sub-function entitled Geospatial Policy and Governance
under Support Delivery of Services).    (04)
