- The schema does not use the default namespace declaration (i.e., xmlns =
"http://egov.gov/fea";). Typically it is recommended that the the default
namespace be associated with the target namespace. In this case, it is easy
to differentiate the imported from a local definitions. In addition, it
prevents extension from using a 'noTargetNamespace'. (01)
