General

Suggest externalizing the enumerations in a separate schema document(s) from the schema of the core DRM structure.  By externalizing the enumerations, versioning of the enumerations can take place separately from the versioning of the DRM structure.  This will provide a loose coupling between enumerated values and will allow the DRM to evolve more gracefully as communities discover that the specified enumerations do not fit their needs.  It will additionally provide DRM configuration management a more manageable way to meet community needs without forcing those communities to support a new version of the DRM with each enumeration change.
