System of Record has a very specific connotation in the MIS world that has very little to do with the Privacy Act and much more to do with data integrity. 

Suggest renaming the SystemOfRecord element to better reflect the intent of the element, particularly in a data centric context such as the DRM where concepts like data integrity and Systems of Record in the MIS sense are important.
