Hi Jim -- Yes, saying first why current technology may not be able to do CDSI sounds like a good way to go. It does however mean taking on RDF and OWL, which are W3C standards, and are considerably entrenched in peoples' minds as probable solutions for interoperability, if not yet in their operational software. The abstract [1] may be useful for this. It suggests an approach that complements RDF-OWL.
