Linking to the FEA-DRM sounds like a reasonable plan. I very much like the
list of "What the DRM is NOT" on page 20. I think that trying to categorize
and classify information is a good initial goal for their high-level efforts. (01)
The real question becomes what our function is with respect to the DRM. Looks
like their mission is to promote data interchange and re-use. Wasn't that ours
as well? Is the difference that they are working with XML schemas and we are
working with ontology languages? Are they coordinating the COI efforts? Are
we?

ontology is to migrate there from the Federal Enterprise Architecture (FEA)

I have talked to leaders of FEA DRM who are open to this suggestion.

Briefly, the DRM calls for Communities of Interest (COI) to develop
standard metadata, then map it to other COI metadata sets. Our approach (I
believe) is for CIOs to develop domain ontologies, but starting with a single
upper ontology. The ontologies will still give them any data or taxonomies
they' need. This ontology approach is not ready for government-wide
implementation at this time. It would require a technology demonstration and
selection of an upper ontology. But we can start down that path as follows.

To pursue this, DRM leaders suggested we submit comments on DRM
Version 1.0, which is out for comment until 17 Dec. I suggest the nature of
the comments should be: Good start, but to achieve [site capabilities] you
should start a parallel effort to explore/test/demonstrate a common and domain
ontology approach, siting reasons.
