The goals of the Global Intelligence Working Group (GIWG) include seamless sharing of Intelligence information between systems, allowing for access to information throughout the law enforcement and public safety communities, creating an Intelligence sharing plan, determining standards for Intelligence sharing, developing model policies, determining training needs, and creating an outreach effort to inform law enforcement of the result of this effort.

Summit participants called for the creation of a criminal Intelligence coordinating council composed of members from law enforcement agencies at all levels of government. In fall 2002, the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), authorized the formation of the Global Intelligence Working Group (GIWG) to serve as the Criminal Intelligence Coordinating Council. The GIWG would develop and oversee the National Criminal Intelligence Sharing Plan.

OJP aids the member organizations of Global, and the people they serve, through a series of important initiatives. These include the facilitation of GAC Working Groups; development of technology standards, such as the

National Criminal Intelligence Sharing Plan (NCISP)
; and the dissemination of information via the Global Web site.
