Richard Spivack    (3VYW)

Dr. Spivack is an Economist of Science and Technology at the nation’s leading civilian technology program, the U.S. Department of Commerce’ Technology Innovation Program (TIP) located at the National Institute of Standards and Technology (NIST). Dr. Spivack previously worked for the Advanced Technology Program (ATP)where he served as a member of a team of economists, business, and technical people who reviewed proposals for funding. Applicants were unable to obtain funding from the private sector due to the “high risk” nature and long-term development cycle of the proposed research. He applied his knowledge of business and technical matters to evaluate proposals for their potential to contribute to economic growth.    (1NJ)

As a member of the ATP Dr. Spivack applied his expertise on telehealth and healthcare information technology committees and maintains contacts with several people engaged in research and development in both the public and private sectors. He has complemented this work with a number of publications and papers on the role that the government can and does play in the telehealth industry.    (3VYX)
