- The Interagency Knowledge Management Working Group will hold its quarterly General Meeting on Wednesday, November 15, 2006, from 11:30am to 1:00pm. (3BAT)
- The meeting will be held in the Rotunda Room of the Ronald Reagan Building in Washington, DC, in connection with the FCW Events/E-Gov Institute Security Conference. Accordingly, the theme of the meeting is “KM and Security – Myth or Reality?” (3BAU)
- The meeting is open to the public. There is no cost to attend. There is no registration requirement, but please send an e-mail to Michael.J.Novak@irs.gov if you intend to attend. (3BAV)

- Guest Speaker – Mr. Adrian (Zeke) Wolfberg, Defense Intelligence Agency, “Trust as a Risk Management Strategy" (3BAZ)
- Developing trust amongst peers and their leadership produces improved mission outcomes, and reduces security risks. Various knowledge management techniques can be used to improve trust and these include a focus on dialogue, team performance, mentoring, and dynamic learning. Measurements for trust include social network analysis and knowledge transaction analysis. (3BB0)

- Guest Speaker – Mr. Lewis (Lew) McIntyre, GRD, Inc., “Open Source Intelligence – Synergy and Serendipity” (3BB1)
- This presentation will address Open Source Intelligence (OSINT) collection, drawing on the presenter’s experience in covering Somalia, Iraq, and Afghanistan. It will address various methodologies, some common pitfalls, and techniques for developing information from “noisy” sources containing bias, propaganda, and outright disinformation. Significant highlights will be developed: a map of sniper positions in Bosnia developed in 1995, route and history of a suspicious freighter hijacked off Somalia in 2002, and warlords in Somalia. The relationship between open source and other intelligence methods will be discussed, for confirmation and cueing. (3BB2)
