- Senior Federal Managers: This includes CIOs, Chief Financial Officers (CFOs), Assistant Secretaries, and other executives and managers engaged in federal information management; (3WYD)
- Congressional Stakeholders: This includes relevant Congressional committees and their staff who have legislated requirements relating to federal information and data management including subsection 207(d) of the E-Government Act; (3WYE)
