Data Reference Model Public Forum (2IP7)
- The Architecture and Infrastructure Committee (AIC) established an interagency collaborative working group to develop the next version of the Federal Enterprise Architecture Data Reference Model and associated implementation guidelines. This effort was led by the AIC, in conjunction with OMB's Federal Enterprise Architecture Program Management Office (FEAPMO), and the Department of Homeland Security (DHS). (2IUA)
- DHS has made significant progress in data harmonization, exchange, and interoperability. MichaelDaconta, Metadata Program Manager, DHS will lead this government-wide working group. SusanTurnbull, GSA and Co-chair, Emerging Technology SC, is the AIC representative. MaryMcCaffery is the FEAPMO representative. (2IPK)
- In keeping with the principles of open standards and open collaboration, the DRM WG invites public comment through this DRM Public Forum to enable broad-based contributions to Data Reference Model evolution. (2IPX)
- As a framework to reduce complexity, Enterprise Architecture supports a desired future where mission-related integration across federal, state, and local jurisdictions becomes a thriving and common practice. A future, for example, where mayors, governors, senior Federal executives and other public stewards are fully provisioned with the data needed to support strategic decision-making. (2IT6)
- Effective data-sharing requires a mature governance mechanism. The Data Reference Model (DRM), and the open process employed to evolve it, will contribute to this vital aspect of advancing information sharing. (2IT8)
- The DRM's near-term purpose is to promote common identification, use and appropriate sharing of data/information within the federal government and across the intergovernmental lines of businessas, that in the long-term will include the 50 state and 30,000 local and tribal governments. (2ITA)
The new OMB policy on "Improving Public Access to and Dissemination of Government Information and Using the Federal Enterprise Architecture Data Reference Model" implementing Section 207d, E-Government Act of 2002, is at the CIO Council site. This policy includes guidance on using the FEA DRM and provides a link to DRM 2.0. (30OF)
- Robin Cover, maintainer of perhaps the oldest XML resource site, the 'Cover Pages', has created a very detailed page covering the FEA DRM and many related documents and articles. (30S6)
Critical Tasks Completed: (2IP8)
- Developed a Data Reference Model Success Strategy that seeks to deftly evolve to the "steady-state" dynamics envisioned for mature DRM governance in which critical agency mission needs for data-sharing and interoperability can be met. (2IP9)
- Revised DRM 1.0 to address foundational elements likely to impede cohesive implementation (2IPA)
- Sets the stage to meet evolving national mission level needs of agencies through participation by state and local government officials (2IPB)
- Sets the stage for DHS, as Lead agency, in partnership with stakeholders, to "show a collaborative way forward" that advances shared missions for data-sharing and interoperability. (2IU9)
- As Lead agency, DHS was supported by both the AIC and FEAPMO in advancing the DRM. (30OG)
- A successful DRM will serve as a socializing catalyst and scaffold toward building out components for flexible data-sharing that meet intergovernmental needs for timeliness, re-use, and integration capacity. (2IPD)
