- SCOPE: These recommendations deal with common bibliographic data for any government information resource--including web pages, books, other publications (bothelectronic and hard copy), digital photographs, electronic documents, e-mail records, electronic images, artifacts, geospatial data, and other government information. Common bibliographic data refers to data elements that describe a particular characteristic of an information resource -- such as which agency or person is responsible for it, when it was last reviewed, what are its title and subject, and in which language it was created. Some communities encompass such bibliographic data as “metadata”, but here we have used the broader term “bibliographic data,” because it describes both metadata for federal websites and data elements that describe other types of government information. - Last Review Date: The date of last review of the information resource. (5C1)
- Publication Date: The date of publication of the information resource. (5C2)
- Description: The text describing the information resource. (5C3)
- Disposition Authority: The identifier of the disposition authority of the information resource. (5C4)
- Event: The group of date and event type of the event of the information resource. ** Identifier: The identifier of the information resource. (5C5)
- Keywords: The group of words or phrases describing the information resource. (5C6)
- Language: The identifier of the language of the information resource. (5C7)
- Line of Business: The identifier of the "line of business" of the information resource. (5C8)
- Place: The name designating the location associated with the information resource. (5C9)
- Subject: The group of controlled terms for the subject of the information resource. (5CA)
- Title: The name of the information resource. (5CB)
- Vital Records Indicator: The indicator of vital record designation of the information resource. (5CC)
- Five of these elements (Access Constraints, Copyright, Disposition Authority, Language, Vital Records Indicator) are defined to have a "default", i.e., an implicitly presumed value in the absence of an explicitly designated value. (5CD)
- Appendix II provides references to similar data elements used elsewhere that have approximate equivalence to the proposed elements. (5CE)
- PROPOSED IMPLEMENTATION DATES FOR DIFFERENT TYPES OF GOVERNMENT INFORMATION: Using these data elements, the three ICGI Working Groups are proceeding with recommendations as required under the E-Government Act. We anticipate implementations as follows: (5CF)
- The Web Content Management Working Group is recommending the following elements for website home pages and major entry point pages hosted after December 31, 2007: Creator, Creation Date, Last Review Date, Description, Language, and Title. (5CG)
- The Electronic Records Policy Working Group is recommending the following elements for government information on the Internet determined to be permanent and transferred to NARA after October 31, 2005, and for other electronic records determined to be permanent after an as yet undetermined date: Access Constraints, Copyright, Creator, Creation Date, Last Review Date, Description, Event, Identifier, Language, Line of Business, Title, and Vital Records Indicator. - The Categorization of Government Information Working Group is recommending that interoperable search services for Federal government information be capable of searching by eight categories: Title, Agency Creator, Publication Date, Identifier, Subject, Keywords, Place, and Audience. (5CI)
