Boyd Fletcher is the lead engineer for prototype development with Joint Forces Command's J9 Joint Experimentation Directorate. At JFCOM, Boyd has led a number of priority activities, including the development of an open, Web-based document- and file-management software that was integrated into a collaboration portal that is used by the United States and several of its multinational allies in Iraq. Boyd is the co-author of the Common Alerting Protocol (CAP) Over XMPP Jabber Enhancement Proposal (0127). XMPP (which is an acronym for Extensible Messaging and Presence Protocol) is an open, XML-based protocol for near real-time extensible messaging and presence and is the only instant messaging standard approved by DoD IT Standards Registry (DISR).
