Dr. Aaron Budgor is Founder and CEO of Aaron Budgor and Associates, a consulting firm providing technology intelligence, industry analysis, market data, strategic and tactical solutions, brokering for rapid technology adoption and advisory services to builders, providers, and users of “Network Enabling Capabilities.” The company focus is on vertical industry markets comprised of Coalition governments, world leading IT technology suppliers, IT systems integrators, e-business companies, and the financial community. Prior to the creation of this company Dr Budgor was Vice President for Technology Strategies and Applications and Deputy Chief Technology Officer at BAE Systems Information Systems Sector, a Vice President and Chief Technology Officer at Science Applications International Corporation and Executive Director for Commercial Investments/ Licensing and Government Programs at Telcordia Technologies, a SAIC subsidiary. Dr. Budgor has also worked at the Lawrence Livermore National Laboratory in the Inertial Confinement Fusion Program, and in research, systems engineering and in line and business management positions at Rockwell International and Northrop Corporation. He has served 5 years in the Department of Defense, first as Program Manager for laser radar for the Strategic Defense Initiative Organization, and second as Deputy Director for Surveillance Systems in the Office of the Undersecretary of Defense for Acquisition. Dr. Budgor has 25 years of in-depth expertise in overall corporate operations, strategic business development, program and line management, licensing and commercialization of intellectual property, and new product and market development. Dr. Budgor provides technical and analytical evaluation of business models and market analyses to DARPA and has supported the Office of Secretary of Defense on policy issues related to defense conversion. Dr. Budgor received a BS in Chemistry, Magna cum Laude, Phi Beta Kappa from UCLA in 1969; a Ph.D. in Chemical Physics from the University of Rochester in 1974; and was a post-doctoral fellow in Chemical Physics at UCSD from 1974-1976. He has held professorships at UC Davis and University of Mexico in Mexico City. He is the author of over 200 scientific and managerial papers, three books on electro-optics and lasers and two patents pending in chaotic communications. Dr. Budgor is or has served as a Board member of the World-Wide Consortium for the Open Grid, and UCSB Technology Management Program, Member of the BAE SYSTEMS Executive Engineering and Technology Council and Air Systems S&T Advisory Board, Member of the SAIC Executive Science and Technology Council, Member of GEIA CTO Forum and NetCentric Executive Committee, Member of the Network Centric Operations Industry Consortium (NCOIC), Committee member of AIAA Network Centric Operations Organization, and a member of the Cosmos Club.
