Concept of a pilot project to exercise the Geospatial Profile (GP).
General process to pick 2-3 organizations who have not had their CIO
staff involved in the GP development, give them the GP and have them
validate what is being proposed to better support geospatial nature in
their programs. Deliverables on page 4 are still valid. Results would
provide feedback to the FEA and to identify best practices, including
recommendations back to FEA. Maybe include a design specification for a
specific use, e.g. emergency communications application domain. (01)

With this mix we would touch federal, state, local, and non-governmental
entities on issues of geospatial EA. The two objectives would be to
apply the GP principles to ones EA approaches (introspective) and also
to enable or facilitate external interfaces (collaborative) through a
common external problem space. (05)
Other geospatial resources that are consistent with the outcomes of GP
principles would be able to share their services/data with the project
(GOS, (06)
Suggest convening this project as a GEOCoP activity, not as an OGC-run
activity. Coordination of the project would be done through existing
staff and contracted resources from FGDC and EPA. Operational services
called out by this activity may also be registered as public resources
in the "OGC Network". (07)
Think about how we can promote GEOSS principles through this process.
Is there a thread of continuity with GEOSS? Perhaps a tie with domestic
GEOSS short-term prototypes in support the (IEOS) strategic plan. There
are 9-12 areas of benefit including improved observations for disaster
warning. (08)
