Training and Skills Development— PRM It is not clear if the Maturity profile is to be assessed on a business area (eg. Law Enforcement) or IT or on practices of Geospatial within an organization, EA or all of the above…? Tracking this responsibility may be tough. PRM If the intent of the Integration Maturity Model is to be CMMI-based, it should referenced as the source? Have you assessed the OMB EA maturity model and thought of an extension to that? a. In order to get to measurements, one can think of the maturity categories as business activities/processes and derive items that are measurable from them…i.e % of org. that have implemented Policy, or % of data being redundant and unmanaged, or $ spent on data acquisition of redundant data or number of authoritative GEO data sources aligned with GOS Catalog etc…. PRM 4) I assume that you will be developing the measurement indicators for the FEA PRM measurement areas? PRM 5) Within the Governance suggestions are they intended to be criteria that would need to be absorbed by an IT (inclusive of EA and CPIC) governance structure vs. an independent model? BRM It appears the BRM is more methodology than Taxonomy. Its artifact contribution is a Geospatial Business Statement that is based on relationships to the SRM and DRM. This is sound thinking but I don’t see how it affects the taxonomy???? BRM 2) There Government is in the business of producing Geospatial Products and Information of which there is not taxonomy in the BRM… TRM Comment: Each section has a different outline. Interesting note, while reading the TRM section it clearly states the goals for this Reference Model and its support to the overall effort. How are these types of goals and explicit or implicit goals going to be mapped back to the PRM as efficiency or effectiveness factors. Noted as you articulate standards for example “Coordinate Transformation Services” within the TRM, will you be creating the association of these to the GEOSRM who would require them??? General Comment: The Objective of the document is not spelled out. It seems to be a combination of methods, taxonomy development, maturity assessment, overview of the geo-community and best practices that are not necessarily unique to GEO but to EA, IT and system development. Perhaps as one work product an integrated FEA Reference Model alignment view with established standards. Need More visuals articulating how the new models are integrated back into the existing FEA…. SRM SRM identifies its methodology for identifying its contribution to the SRM.. IT is not clear how others got there… SRM Is it implied that the geo services that you added are inheriting the FEA taxonomy identified by the preceding table row? SRM Will there be a relationship between the SRM and the requisite DRM elements? SRM How will the services management, registry etc.. of CORE.GOV play in here? SRM We have investigated the OGC services Taxonomy. Do you plan to use these as a high level categorization (OGC -0-040 OGC Reference Model) SRM I believe I understand the concept of the BCS, BC and DC…. This does not currently align with the FEA model for services. How is the ROI categorization substantiated??? SRM 1.1.1 Agency GeoSRM Development Guidance The GeoBRM (SRM) provides guidance for Agency BRM (PRESUME SRM)development that will result in the identification of Service Components that are Agency-specific and geospatially-enabled. DRM Maybe it is implicit, but is the FEA GeoProfile establishing ISO 19115 and other referenced standards as the OMBFEA standard?????
