The Attribute element contains a NodeRefs element which is a collection of NodeRef elements which are intended to point to the taxonomy node that constrains the drm:Terms that follow in the Attribute element.  The issue is that NodeRef has a mandatory type attribute that seems not to apply when the intent is to simply refer to a taxonomy node to constrain a set of terms. 

Suggest either 1) explain how @type is intended to be used within NodeRef instances that are children of Attribute; 2) Make @type on the NodeRef element optional; or 3) Create a new element like NodeRef that does not have a type attribute.
