On another note, I successfully defended my doctoral dissertation this week and I also just filed the papers to retire from the federal government on July 31st. J Thanks for all of your help with the collecting the data for the dissertation. As promised to the CAF, if you would like, I would be happy to provide a short presentation on the findings. I will be sending you a copy of the final dissertation on a CD, FYI, and also a copy of your interview.

Enterprise Architecture Project Manager for Georgia’s Enterprise IT Planning Office

 

We currently have a challenging and exciting opportunity for a qualified Enterprise Architect with a strong Enterprise Architecture program implementation background to work for up to one year as Enterprise Architecture Project Manager Georgia’s Enterprise IT Planning Office.   The Enterprise IT Planning Office is a component of Georgia Technology Authority (GTA).  Georgia would like to utilize the provisions of the federal Intergovernmental Personnel Act to detail a federally employed Enterprise Architecture Project Manager with the appropriate skills to Georgia for one year to jump-start its Enterprise Architecture Program.   A benefit accruing to the federal agency from which the employee is detailed could be the experience of linking its Enterprise Architecture to the appropriate State agency(s).  Terms of the engagement are negotiable between the federal agency and GTA. 

 

GTA is an agency in the executive branch of Georgia State government which serves as Georgia’s technology oversight agency and as a service provider.   More information concerning GTA is available on its website http://gta.georgia.govGeorgia’s Enterprise Architecture program is in its infancy and requires strong, knowledgeable guidance at this juncture of its implementation. 

 

Georgia State Government contains a federated grouping of governmental agencies with over 100 entities with Information Technology operations.  GTA provides voice telecommunications services (single line Centrex, electronic key, business line and long distance) to all State entities as well as some local and regional organizations.  GTA’s operational services for state and local governments include computing capability on four platforms (IBM, Unisys, UNIX and AWE).  These platforms are in a secure environmentally controlled facility with high availability network infrastructure, regulated power and UPS.   GTA also provides auxiliary data center services in conjunction with the operating environment (legacy and laser printing, data storage, tape storage, back-up, seat management, desktop intrusion service).  Our online services include software, tools and common functionality that facilitate agencies in providing agency information and services to constituents or state employees.   The State service portal encompasses twenty agencies’ content.   A constituent helpdesk assists portal users and state employees, as well as contracts call center services to agencies’ requirements.   GTA currently provides video network and video services to agencies, schools and institutions.   GTA’s current data service portfolio includes MPLS DSL teleworker, MPLS Managed and Non-managed, Dial-up ISP, frame relay and SNA.   GTA is not directly funded by the State budget process and but is statutorily authorized to recover its operating costs through fee for service billing and data sales.   The agency employees approximately 800 (full time and contractor.)

 

The Enterprise Architecture Project Manager is expected to assist the Enterprise IT Planning Office in defining and implementing a Statewide Enterprise Architecture program.  There are currently employed 7 recently certified architects (FEA Certification Institute) and the State’s Chief Architect who apply approximately ½ time to live enterprise level IT projects and ½ time to architecture.   This time allocation is not envisioned to change in the near future.  Staff specialties include business, technical, solutions, and data architects.  A communication architect is being recruited.

 

At a high level, the Enterprise Architecture Project Manager would have the following responsibilities, to be accomplished through GTA’s Architecture Unit and other staff of GTA’s Enterprise IT Planning Office:

 

·          Daily management of EA activities and architecture staff

·          Stand up an EA repository

·          Guide implementation of EA process and procedures for State

·          Provide for guidance to agencies on EA process and procedures

·          Guide implementation of EA training to agencies  

·          Oversee EA implementation by agencies

Per our conversation this morning, I am exploring whether or not Georgia could tap into the skills of the Federal government for a program manager type for Georgia’s Enterprise Architecture program.  We have been thorough a few false starts, but everyone here seems to really support the effort this time.  
 
I don’t know what the provisions of the Intergovernmental Cooperation Act were/are, but Ga. would be willing to pay the loaner staff salary and benefits, with the person possibly on leave of absence from his/her regular job, so that he/she doesn’t lose any benefits.  If the Act actually provides for loaned staff, all the greater.
 
Our program is organizationally placed in the Georgia Technology Authority – created to deliver secure, reliable technology services ( IT and telecom) to Georgia.  We have the following responsibilities, most of which transferred from DOAS:
-          establish enterprise architecture for Georgia
-          establish policies and standards for technology and security
-          modernize and operate the state’s data center and telecommunication network
-          develop and manage the state’s portal for info and services
-          promote interoperability of the state’s system
-          coordinate purchasing of technology
-          oversee IT projects costing more than some $threshold
-          facilitate statewide strategic IT planning
 
We have a chief architect and soon to be eight architects of various skill sets and specialties.  We are all going through the Federal Enterprise Architecture Certification course now.
Our program, while having a base of about ten agencies as-is architecture captured, is in its infancy.  We are now building the program for communication to all agencies and are examining all components of an enterprise program such as the CPIC and FEA models of OMB, agency governance etc.  
 
Because all of the architects also have a project load of enterprise level planning, business case, integration type projects, we could use someone who has years of experience in enterprise architecture as a project manager to assist us.  The person should have participated in developing one or more agency (or bureau) EA programs as well as operated in a fairly mature EA environment.
