Attached is an EA
Scorecard assessment tool developed by DOT
based on the OMB EA Assessment Framework v.2. It has been vetted
through
the FEAPMO and is generic so that it can be used by any agency.
In summary, we are using
this matrix to provide clear
and consistent guidance (reduce opportunity for different
interpretations) to our Operating Administrations about which artifacts
/
relative maturity are required to achieve each level of the assessment
framework
(completion, use, results including policy alignment). The first
tab in the spreadsheet is a "role-up" summary page,
automatically updated as the subsequent tabs are populated. Note
that descriptive content in each tab was taken from the OMB
Assessment Guidance
and there are only two empty columns for the evaluator to enter the
title
of available artifacts and a self-assessment score. The intent is
for the evaluator to select the appropriate level (1-5) based on the
textual
descriptions in the cells and cross-referenced with the Artifact Matrix
(last
tab).

Thanks for sharing this.
We corrected a few
typos, and found three places where sentences from the assessment
criteria
were left out from specific cells. We've corrected those in the
attached.
We expect to post this on
the FEAPMO / E-Gov website
for other agencies to use. We also encourage you to submit it to the
CAF
and AIC/CIO Council for distribution to any departments/agencies who
can use
it.
