The Federal CIO Council published this month a A Framework for
Developing Earned Value Management Systems (EVMS) Policy for
Information Technology (IT) Projects.
The document was developed to assist Federal Departments and Agencies
in moving toward full implementation of EVMS for IT projects, as
described in the August 2005 memo from Karen Evans. The document is
attached for your convenience. The document can also be found at the
